Never sent coin, only returned money?

I won and paid for a PCGS graded 1983 quarter PR69 from this seller. He gave me false promises and gave me story after story. Then the seller stopped contacting me so I contacted the admins of USA cookbook and they seen the messages between seller and I. They said contact PayPal because I am in the right. Seller seemed young and I believe he was upset because I won the coin for $3 and he thought he would get way more money because it was graded. His seller name was wheat God last name Bean stay away as a buyer.
