Requesting a refund today I have received not have ship my item or replied any of messages

I debated whether to leave neutral or negative feedback, but since you already have both neutral and negative feedback concerning issues similar to mine, negative seems appropriate.
I ordered a silver quarter, and without explanation my order was cancelled and a refund issued on PayPal (this was the only reason I knew the seller had cancelled). I contacted the seller to inquire as to why the order was cancelled, and his reply was to tell me that the coin was listed on his page again, and since I had the refund money in PayPal, I could just buy it again. You didn't take the time to tell me you cancelled my order or offer any explanation as to why (and still haven't), then you tell me if I still want it, I can just go through the motion of buying it again? No, sir - why would I? Poor customer service on your part...
This coin is not uncirculated. On top of that, it had been cleaned. Seller dragged his feet on my refund, trying other means other than PayPal. I had to have PayPal intervene, but I am still out my return shipping costs.
This coin was not available after I paid for it.
