Recut base of "˜1'

The small 3 is lower than 8 or 6.
The 6 is higher and larger than the 183.
Reverse (C-s2): The "I" in PLURIBUS is left under the 2nd "T" in STATES
Recut tip on flag of 5.
Pale 2 and 3 of gule 3 extends into azure lines.
