All lines above the wheat stalks are visible (even to naked eye) and no merging. Wheat stalks are well defined. Good details in hair on obverse, cheek and jawbone show wear but clearly separated. It's easily F12 and I've most likely under graded this penny, which is how I operate! When I grade my coins, the mission is to grade them into the lowest acceptable grade, not the highest. If I say it is an F12....most people will call it a VF30.
