Despite having the second lowest mintage of Philadelphia Mint dimes from the 1920s, the 1928(P) issue is common in all circulated grades and through MS 64. Gems are slightly elusive, but they are sufficiently well struck on average to display Full Bands in many instances. Collectors should be reluctant to acquire coins that reveal die erosion or incomplete strikes. Starting this year the dates of all Mercury Dimes included fully closed loops on numeral 9. This process had been initiated in 1926 with nearly closed loops, and it appears to have been a preference of Chief Engraver John R. Sinnock, who succeeded George T. Morgan in 1925.
