Although the hurried production schedule of the wartime Philadelphia Mint resulted in sloppy workmanship, the 1940 is a relatively easy issue to obtain with Full Bands definition, due to the staggering number of coins produced (65.3 million pieces). Most fully struck examples of this issue are, however, confined to the MS64-MS67 grade range.
