This issue is common in Mint State from the many rolls saved at the time, but finding a fully struck gem will be quite challenging. Most coins reveal the effects of continual cost-cutting at the mint and the resulting overuse of dies.
A fairly distinctive doubled-die reverse is known for 1954(P), and this seems like a good candidate for greater recognition by the hobby.
