This is an issue that is quite plentiful in Mint State from old rolls and even bags, but top-notch examples are rare. Though a fair number of survivors benefit from having been struck with retired proof dies (the Type B reverse), their faintly prooflike surfaces could not spare them from the rough handling they received at the mint and in subsequent handling. The market in modern coins in large quantity reached its apex during the years 1959-64, and countless BU bags were shipped from dealer to dealer and then to an "investor." Few persons sought high quality pieces until decades later, by which time it was too late.
