looks like the beginning of a split planchet or maybe the beginning of a cent with three clips.
you can see it is not a 'vise job' because, aside from lack of external marks, the inside of the splits are laminated and still nice and shiny as pics show.
it left the mint this way but shouldn't have. it's an unusual error to me.
if you read this and have seen this before, tell me if you have the time. it's a curiousity.
