The Kennedy halves of the late 1970s-early 1980s era are well-known to collectors as some of the most elusive in high Mint State grades. Beginning around 1973 and continuing through the mid-1980s (excepting the 1976 Bicentennial coins), a series of hub changes continually enlarged the Kennedy portrait while reducing the hair detail. The coins seem a bit featureless, which tends to emphasize small contact marks and make them appear poorly struck.
