The American Silver Eagle program stems from the federal plan to sell silver holdings from the Defense National Stockpile in the 1970s and 1980s. In 1982, Senator McClure introduced a bill that allowed the disposal of the national stockpile through the sale of coins; this was amended in 1985, and the American Silver Eagle was first minted in 1987.
The obverse of the American Silver Eagle features a walking Lady Liberty, which was originally designed by Adolph A. Weinman. Lady Liberty is draped in an American flag; in her left arm she carries a bouquet of laurel and oak branches, her right arm is extended toward the sunrise. "LIBERTY" is inscribed along the upper margin of the coin, "IN GOD WE TRUST" and "2015" are inscribed beside and below Lady Liberty.
The reverse of the American Silver Eagle was designed by John Mercanti, and features an eagle and a shield. The eagle grasps a bundle of arrows in its left talon and an olive branch in its right. Its beak holds a banner with the inscription "E PLURIBUS UNUM", which means "Out of many, one." There are 13 stars above the eagle's head, and the inscriptions "UNITED STATES OF AMERICA", and "1 OZ. FINE SILVER-ONE DOLLAR" are featured adjacent to the rim.
