if you check the attribution sites there are several varieties which involve the area around the lower band on the fasces but i could not find one that matched this...
the partial 'third ring' takes the attention off the fasces but check out how the incuse lines between fasces widen at the bottom (shaped like columns on a penny) instead of maintaining the same width as the upper part of the torch.
