For sale is a circulated 1973 Philadelphia Lincoln Memorial penny with a modified obverse. The head of John F. Kennedy was added. Thus, the engraved images of Lincoln and Kennedy are staring at each other.
This is classified as a "novelty" coin. The original coins were produced by the United States government. (This coin was produced by the Philadelphia mint.) The coins then were modified -- the Kennedy head was added -- and sold by a private company.
I have included a screenshot taken from the Internet of the coin and paper as it was originally marketed. The paper offered a number of amazing coincidences that involved both Lincoln and Kennedy. For example, both Lincoln and Kennedy were succeeded as POTUS by a man with the same last name -- Johnson.

One is a circulated 1999 Delaware D (Denver mint) quarter with a modified reverse. Caesar Rodney and the horse he is riding are bathed in patriotic colors - red , white and blue -- thanks to the work of a private company. BTW, the horse is not "spitting."
The other is a 1974 (Philadelphia) Lincoln-Kennedy penny, the younger brother -- by one year -- of this 1973 penny.
