For sale is a modified, circulated 1999 Delaware D (Denver mint) quarter. The reverse has been changed by a private company. Thus, Caesar Rodney and the horse he is riding are colorized. BTW, the horse is not "spitting."
I view this as a novelty coin, although it technically still is legal tender. To be honest, the colorization is slightly off from the original engraving. (This is an issue that exists on seemingly every colorized quarter I have ever seen.)
Nevertheless, this quarter could be an interesting addition for a collector of novelty coins. (Speaking of novelty coins, also for sale on my Coin Book is a circulated 1973 Lincoln Memorial Philadelphia penny with a modified obverse. The head of John F. Kennedy was added by a private company.)
