I believe this was a transit token bag because in this era ( Pre 1960 as far as I can tell) the tokens were about the size of a dime. Why it says Surface Lines is a mystery to me because the tokens were good on buses, subways, and elevated rail lines. The metal reinforced slot appears to be in an awkward position for hanging.
Condition wise, the pictures are a little deceptive. First, the color is uniform. Those are shadows on the corners. Second, one side is relatively clean. The other side has dirty spots on the high points where it might have been lying on an unclean surface. Other than that it is in very good condition for something that old.
Even if you are not interested in purchasing this item, I would appreciate any info that someone may have about it.
